S-DLO: Attempting to transfer recently used files can cause the client to hang in 'Pending Network' state

Symantec DLO client will transfer files successfully until it attempts to transfer a file that have been recently used or amended, when it will hang in a 'Pending Network' state. This issue is intermittent and has been seen with MS Office files (Excel, etc) and .url link files.
